Brake Oil - How much and when?

Default Brake Oil - How much and when?
While inspecting under the hood, I have noticed the brake oil bottle (left extreme in the hood, near the steering) has very low quantity of fluid in it. I would like to know:

1. what impact will it cause on the performance of the car,
2. which brake oil brand to buy
3. how much to pour in?

first see, it's not below the min. level, should maintain the prescribed level. 'd better flush out the previous oil as properties of diff. brands/cat. vary so don't mix together oils of different cat.
look for any leaks in brake lines, probably worn out brake pads/ brake cyl. leakage.
