Brakes problem

i am facing a problem while braking in my civic 96 (front disk, rear drum)... while applying hard brake, the rear wheels jam (as if the handbrake is applied) and the car goes into a spin... i've recently avoided two accidents because of this problem...
the tyres are new (dunlop le mans, only a month, 500 km old)... what cud the problem be???
im new here in islamabad so i really dont know any good mechanic... just to know about the problem, i asked a honda mechanic (which i noticed, was not a professional) and he told me that i need to replace my handbrake cable... i dont think this is related to handbrake because the handbrake is mechanically controlled where as the normal brakes are hydrolic...
it wud be really appreciated if someone cud tell me what the problem cud be... or atleast tell me about a good mechanic, here in islamabad...

yaar sorry to say striker but you know that your hand brakes are working fine
hand brakes only controlled rear drum brakes through cable.......they are called parking brakes so that car could not move...so what you are gonna do with hand brakes...wanna stop car with the help of hand brakes.....the main brakes are at your foots so press them for brakes...if i am misunderstanding kindly ask what ou want

yeah its causing bcz front brakes are not working......get the whole front caliper opened and ask him to take put the piston and service the whole system.....then check that pads are fine or worn..get them replaced...check rear drums...check the shoes....replace if needed...adjust them and now check..i am 90% sure this could solve ....if problem presist....ask him to bleed air from brake lines.....then check....this all bcz ur rear system is working while your front disc brakes are not working.....
