Can a non-filer purchase used Aqua?

Hi all friends
I want to know that being a non filer one can buy a used Toyota Aqua o r not because I am confused about non-filers and filers & purchase of vehicles and the rules being changed quite a few times in the past few months. I am unable to understand if my father, a non-filer, can buy me an Aqua now. Does it have to be registered o r unregistered? Kindly guide me in this regard.

Yes...non filer is more privileged than filer, imported vehicle can't be registered on non-filer's name, however an already registered vehicle can be transferred on non-filer's name.
