Can i extend my accord meter to 220 or 240

My japenese accord cl7 has meter of 180 but at speed of 180 rpm tip remains below then 4 and my accord can complete its meter in 4th gear.My question is why this powerful car has got meter of 180 and can i extend my meter 200 or 220 and from where?

i think these cars have a governer..which do not allow to go above 180Km...if u change ur meter..even than it will go max 180..u have to remove governer which is in engine?
