Car jerking or shuttering problem need help.

my car is a toyota ist.

when i speed up or apply accelaration , from speed between 20-40 my whole car seems to jurk or shutter. the steering is steady but the whole car body looks to jurk. as the speed reaches 50+ things start to become normal.
any idea wat could be the problem?
the following things i have checked

1) axel rod (was straight no bent)
2) facing of drum and disc
3) new brake pads
4) new tires
5) wheel balance and alignment


still the problem remains the same.....
any input plz

check fuel filter and fuel pump. as sometimes these imported cars hv to stay at harbour nd their tanks are dried so debris go towards engine
