Civic 97 low suspension

I have a civic 97 vti. Car is generally in very good condition and hasn't given me any real problems. However, i am concerned about its low suspension which becomes dangerously low if the back seats are occupied. It is then that it scrapes on speed breakers. I have already got my suspension slighly elevated by using metallic rings but each time i stop at a red light, i note that the suspension of my car is still lower than that of any other car which happens to be next to mine.

Please let me know what i can do to elevate my car more.
