Help Needed! Extremely Low Average 9 km/l

Hello, Everyone
I bought Prius 3rd gen 2010 two weeks before but I faced the problem of a very low average, which is down to 9. I changed the mobile oil to fully synthetic of the German brand. I got changed the oil and air filters and changed the Denso Kabli spark plugs on all four and cleaned the throttle body. I also got cleaned the intake manifold, EGR pipe, valve, and cooler. I also got cleaned the catalytic converter and oxygen sensor in the converter and the MAF sensor. I got cleaned injectors and fuel pumps and serviced the hybrid battery in all terminals. Keep the center ey/eco line below and pulse and glide method to keep the 0-20-40 indicator in a dashboard to full 40 to keep the minimum indicator to 20.
A There are no check lights/error codes whatsoever on the dashboard/scanner.
B I checked at the time of purchase and after 10 days, I got checked them from two different scanner experts, the hybrid battery of all cells has a constant 14.0 plus voltage before and after load.
Kindly suggest to me guys any solution as I did very much effort with the car in these few days and I am very disappointed now.

Your vehicle is getting up there in age, as it is already 11 years old. The original equipment manufacturer OOM high voltage battery will eventually reach the end of its life EOL, even if you replace some of the cells in the battery bank
