Honda Civic 98 Vti .

I want to change few things in my 98 civic and have to do some work on it ...

Have to change Shocks
Front wheels ghutkay or whatever it is ... makes creepy sound and the shop guy told me to change it....
i want to fix all the denting and then repaint all the car ...
full leater seats stiched one ... no seat covers...
front and back lights i want to get them brand new one ...
and if there is anything i can do in engine like make it smooth ride like it was back in old days ... plugs.. and other stuff ... let me know .. and tell me where in islamabad a good mechanic denter painter... can do this for me without delaying things and create tension ... and experts can let me know how far my budget can go ... cause my budget is just 100k...

btw i had a idea of cutting the top of my car and put some black nice tinted fiber glass on it .. is that possible ?
