Honda life’s fuel consumption problem

Guys I own a 660cc Honda life. It gives me at most 7km/l, I tried almost every mechanic in my city MULTAN. I took my car to HONDA and Toyota both but nobody could fix the problem. Car's air filter was changed from the original oil type air filer to the normal Pakistani made air filter earlier as the old filter was choked and i couldn't find a better replacement. If any of you own o r owned a HONDA LIFE and had this same problem and somehow got it fixed kindly tell me a WAY to get rid of this problem o r if you tell me some good mechanic in LAHORE o r MULTAN who could fix this problem I'd be grateful to you.
