How to charge a Capacitor?

Salam.
Iv seen some videos where some people are "load" capacitor when the hook for the first time.

Some do it with something meant for it.

Some with a small bulb with a fuse and making the fuse directly with the bulb.

While some people jus dont hook the capacitor and load (or either they dont kno).

What this is the best?
