How to make shine in black bumper(original black)

can anyone tell method so that black bumper can be shine?
bcoz my brothers' car corolla has black bumper & car color is white but due to parking car in sunlight has faden its bumper color

although both bumpers are original but black colour has faded due to parking car without shade in direct sun & rain
so what is method to make it shining again( bcoz i dont want to paint it) it is not shining anymore (before it was very shiny)

is there any solution without paint to reshine it
i shud mention that at time of service when service guys put oil on bumper ( then it becomes shiny for 4-5 hours )but after that it comes to original dry black

also i used common lustre polish which pupil sell at signal but its effect is temporary & when some water is put on it or u rub it for dusting then it peels off

is there any permanent solution?
