How to Transfer Bike Without Bike Invoice

I bought a Highspeed Infinity 150cc bike two months ago with only the running paper and registration booklet. I cant transfer it to my name because I lack the invoice. I contacted the original owner, who gave me his CNIC, but its still not working. He doesnt want the bike in his name anymore. What can I do to transfer it to my name?

In Punjab, for a vehicle transfer, biometric data is required for the application. The transfer is completed after inspection by an E&T inspector who checks the file, including the original invoice and previous registration documents. If the invoice is missing, the current owner must obtain a duplicate from E&T records before transferring ownership.
