Is it legal to put a newr shape on and older chessis like converting 95 land cruiser VX to a 2001?

How come ppl have 95 body over a 77 crown chasis.and i ve seen a lot of crowns roaming around.i can even quote a vehicle.95 crown.IDM 210.Are these vehicles illigal?
