Low Fuel average

I am getting about 7-8 Km per litre with A/C on from my xli it has done 6000 Km. It has 195/60 tyres with 15' rims. Is it normal or low? How can i improve that? ussually have to drive during rush hours with a lot traffic jams and waits at signals.On highway it gives about 15-16 without A/C not yet tried with A/c on highway.

i think thats a low average regardless of traffic jam......i think the car should do 12km/litre with ac on in city traffic...thats what my personnel experince is......on highway...add 2 km/litre....
