Need your help guyz!!

I have toyota corolla SeSaloon, driven about 75K. CNG is installed but the mileage on cng and petrol both is very less(cng 55kms, petrol 6km/l). I showed it to many mechanics but they said it will be fine after tuning, i get it tuned from many places but the result was same. My friend suggested me some other mechanic for tuning, i went to him and he connected it to a computer and told me each and every problem which i was facing. like:
1. less mileage
2. car has gone above 70K
3. missing
4. car gets keeping off until unless its temperature reaches mid.

And i was surprised that he was right!
The problem he said is that "is ka head khulay ga, is kay woll jam hogay hain".
He said agar uper uper sai without opening head kaam karana hai tau it will be done in Rs5000 and car will go around 20000-25000kms, but if you get it repaired by opening head then it will be fine and cost you 25000rs and yes he said that it will give 90-100km on cng and 9.5km/l on petrol..
Whats your advice, what should i do?

25k for head and valves is too much...
japani valves (as in mechanics terms) of fuji brand are of 7k (complete set),2k for other accessories which are needed with valves.kharadiya will charge 1000-1500 for setting up valves and putting new valve seats.then u'll be needing new gaskit,oil and oil filter change,lets say 3k for all this,now comes the labour,normal labour for head openning is around 2k.so this totals upto 15.5k.
