Ownership Transfer Issue Help Please

Hey guys,

So, about three years ago, I sold a Honda Civic 2000 with a Karachi registration. I even did the biometric verification at that time. But, damn, I lost that stamp paper with all the owners details on it. Its been three years now, and the new owner still hasnt transferred the ownership to their name. Any ideas on what I can do to solve this?
