Painting Bumper Of Daewoo Racer

Can somebody tell me the correct procedure/technique of painting subject bumber as I have painted it twice but all the time its break up/crack during impact.The paint does not get scratched but cracked into pieces.

There is a special base required for bumpers,its liquid plastic type stuff.First the bumber is coated with that.With temperature change,Plastic expands and contracts,so normal potein cracks on bumpers.
