Platz 2003: Experts’ help required

I have Toyota Platz 2003. The problem in my car is that the acceleration of my Platz 2003 has reduced and it does not gain speed. The mileage of my car is around 80Km/h in second gear when pushed but now hardly goes to 40km/h. The engine makes a lot of noise but not speed. I visited to CNG mechanic for tune up, he asked me to change the clutch plate and the pressure plate. He changed the plugs to BOSCH 4 point ones. I also got the car checked from my auto mechanic, he too told me to get the plates changed. I checked the cost of clutch pressure plate which is around 8500 here. The total expenditure including the labor charges is 10500. My driver believes that there is nothing wrong with the car even though I can feel severe performance degradation The drive is even bad then a Mehran.
What do you guys suggest and advise me what to do?
