Plz help me with emulators!

i ve recently bout civic 98, there is a box written 4 cylinder emulator n i think that wasn't stock. plz tell me its function. i am posting 2 pix plz tell me r these same things. i am also facing pick up prob. sometimes i dnt feel the engine load with strange voice coming from hood n when this voice goes off the car gets heavier plz tell me z it from this!

Are both of these in a same car?
Mechanic & some other expert has told me that this package i mean "cip4" of tomosito, containes both advancer & emulator togather in one package.
Function of emulator is to cut supply of fuel(petrole) when car autometically converts to cng.
I am also confused here to see pics of 2 packages in same car.
So we have to wait untill our experts explain us.
