Query about wheel balancing

Though some of you might this question a little stupid, still I'd like to have all kinds of feedback from you folks.

weight balancing is done on wheel so that it could deliver a smooth rotation during vehicle run. as we know tyre has a point at which it has less weight as compared to other parts and wheel has also got one point where its got more weight and these two spots must match for a good balancing.

Question: when we use wheel covers on wheels for the purpose of beautification or to hide ugly wheels, dont you think it'd change the balancing setup of wheel altogether.

If YES, then why dont we do balancing with wheel covers ON.

Secondly, how about vehicles having half broken wheel covers.

Feeling of vibration at higher speeds after putting the wheel covers is a self test of wheel balancing disturbance. If that's not the case, then it's OK.
