Removing or stopping turbocharger from toyota surf

i have toyota surf 2.4 litre turbo diesel with efi the model is 1992, i want to ask from some professional or expert guys, is it possible to remove or stop the turbo charger device,it fuel efficiency is so bad, my vehical doing only 6 km/litre.

i have another vehical hilux pickup 2.4 litre(non turbo) model 1990, it doing almost double nearly 12km/litre.as both the vehical have same engine with one having turbo charger in it.

You can simply remove the turbo charger and its fitting, by having the extractors directly mounted to the exhaust as in a normal vehicle, and have the intake directly connected to the manifold. Also remove the intercooler, as there would no use for it.

But keeping in mind that Turbo Diesels and Naturally Aspirated Diesels (NAD) run different compressions (Turbo Diesels run around 17:1 while Naturally Aspirated run around 22:1)
If you remove the turbo you would certainly be reducing the volume of air pushed into the cylinders because the compression is lower than NAD's, thus it will lack power and you'll be not get more than what you are getting already. For a real difference, you will have to bump up the CR by rebuilding the engine with larger rings, which cannot be done in a diesel because it doesn't last long, so you'll have to go for a complete rebuild but with larger rings. There are a lot of other thing that would need to be done in order to actually make it fuel efficient. Most importantly the EFI will need to be re calibrated, my point is its not a one stop job rather a very lengthy one to actually squeeze out every last bit to make it efficient with fuel.
