Rims need to be polished??

i hav a civic 2002 vti oriel...it has the set of original rims but they have a lot of scratches on them???anybody know wat the solution is to get the scratches removed....one mechanic told me to take the rims to a rim and tyre shop and get them buffed and apply something called lacker on them...but where to get this done from....anybody please share ur experience and help me out and also tell the costs involved.
