RPM not going above 5500 issue in civic vti 2003

There is a strange problem which i have noticed in my friend's vti, on petrol his rpm do not go above 5500, however it works fine when car is running on CNG. Also this was tested when car was standing idle. Also the car is prosmatic. Can anybody help and guide?

thats very normal - its called rev fuel cut - to protect the engine from self destruction on no load condition - or in plain words to prevent monkeys from destroying the engine.
