Rust inside the rear fenders, help needed

hello bros,

i've just noticed that the rear left fender of my civic (in karachi), has just started rusting, so wat preventive measures should be taken, n which anti rust or rust remover solution shall i use to get rid of it permanently

plz help me....

oh i never noticedd this , any how i will chk in my civic too this, please apply the red oxide layer and after that apply the black color anti rust color or the matching color of your car.
