Santro poor fuel average

hello everyone so problem with my car is I am only getting 10km/l on long routes with ac, as per my knowledge it should be around 14 o r 15, can someone please tell me the cause of poor mileage.

I am driving Santro Club gv 2004 in Islamabab.

new air filter, spark plugs, fuel filter, injector cleaner, octane booster, cleaned TB, correct and clean sensors, correct tire pressure,7-800 idle rpm, no current missing, healthy coils, and light foot are some factors contributing a little to fuel economy
