Solutions for Mehrans Scratching Front Wheels

I own a 1998 Mehran, and the front wheels have been pushed back significantly, leaving less than two fingers space between the tyre and the body. Upon consulting a couple of mechanics, they suggested that pushing the wheels back would cost around 30K o r more. The problem is that the right front wheel heavily rubs against the arch while turning right. Can you suggest any cost-effective and practical solutions?
