Toyota Platz Brake problem

Hi
I have Toyota Platz o r Echo. The issue in my car is that my brake pad becomes so hard that it becomes almost impossible to stop the car when ac is on. Brake Oil is good, With out AC brakes works fine

the problem is not cureable as it is caused by low vacuum in the inlet manifold.
