Vitz 03 whistling sound

salam....i took my vitz for a service.2 days before....since then i didn't drive it...then when i drove it was giving we whistling sound when pressing the accelrator in a standstill or while driving....it is not automatic so it isn't that whistle that comes in the pickup..it is a 03 model.....i took the car to the mechanic he said maybe there is a blockage in the silencer...he told be there is sum net which acts as a filter then he said to open the bonnet...which i did then he said that the belt was makin a noise...the noise is pretty shrill and considerably loud...but he checked the belt and said that the belt is ok and tight so no need to change he said that in service the belt has gone wet as soon as it dreis up the sound will finish is he right??
