Whistling sound when headlights are on

i have bought recently a 2003 coure
it have very strange problem when headlights are on it gives a whistling sound

secondly dipper is also not working when headlights are off
when i turn headlights on dipper does work

you must have that glowing sticker pasted on the wind screen which turns blue when you turn on the headlamps. Remove that sticker and every things gonna be o.k
