Why A Right Left Swing on an Emergency Brake??

Why does a car swing either sides on an emergency/Fast speed brake?

Could be due to the fact the the wheels are not balanced and/or the tires are not inflated equally and/or the brakes on either side have worn at a different rate and hence one side gives less/more more braking than the other side.
