Why does my Honda City’s AC only blow cold air while driving, but not when idling?

Some owners report that the AC works fine while driving but fails to cool when the car is stationary. Could this be due to a weak cooling fan, low refrigerant, o r compressor issues? How can this problem be diagnosed and fixed?
