Punjab Simplifies Car Transfer with Heavy Fines

The Punjab Cabinet has given its nod to initiatives aimed at simplifying the process of transferring car ownership, with the primary goal of providing enhanced convenience to the public.

In close collaboration with the Motor Dealers Association, these revisions have been strategically devised to create a more streamlined pathway for the transfer of car ownership. A spokesperson from the Excise Department highlighted that this adjustment is poised to expedite the overall vehicle transfer procedure while concurrently alleviating administrative complexities.

Under the newly approved framework, the spokesperson elucidated that post-transaction, the responsibility for initiating a biometric transfer will rest solely with the seller. Following the completion of the monetary transaction, the buyer will be required to undergo biometric verification within a stipulated span of 30 days. Any failure to comply within this designated timeframe will attract a substantial penalty of Rs. 10,000 per month.

Further enhancing the efficiency of the process, the revisions introduce a more flexible approach to transfer documentation. Alongside the traditional transfer documentation, the National Database and Registration Authority (NADRA) family certificate, as well as the inheritance certificate, will be recognized as valid instruments for transferring ownership. To ensure the compliance with the updated regulations, the Excise Department has put in place a system of penalties.

In cases where the biometric verification remains incomplete within the span of 120 days, a fresh verification process will be necessitated, accompanied by a comprehensive penalty. The spokesperson emphasized that this step has been instituted to not only enforce adherence to the guidelines but also to enhance operational efficiency across the board.
