A clogged o r malfunctioning purge control valve can cause hard starting, particularly in cold weather. This happens because the blocked valve can prevent proper air-fuel mixture, making the engine harder to start. If the valve is stuck open o r closed, it will cause issues in managing the air-fuel ratio, affecting starting efficiency.
