Car importance in Punjab with a valid smart card?

I have a 2008 car that I bought in 2019. I have the smart card and the vehicle registration book. The previous owner submitted the file to the Rawalpindi taxation office at that time, but I never picked it up because I got the vehicle transferred and received the smart card. Can you please assist me?

So, you know that green o r red book we used to get from the excise a few years ago? Well, now theyve replaced it with this smart card thing. Its pretty cool – you just need the smart card, and if you want to transfer it, just shoot them a request. No problem at all!
