Mileage/Diesel tuning for 96 Corolla?

* What should be ideal mileage for 96 Corolla - Diesel?
* Best place to get it tuned in Islamabad/Rawalpindi?

mine is giving around 14.5 after a recent pump service and nozzles replacement...initially it was around 12.5. not yet tested on the highway. i am expeting like 16/17. the vehicle is 2005 almost 115K driven.
about the mechanic....i have encountered at least 3 ppl during this recent work but not really satisfied with their approach, knowledge, and even the final product....they just were jugarroo ...if you come across any good one...or even otherwise do share your expereince.....a number of PW members have shared info of their reliable mechanics situated near city saddar road and ahaata mithu khan...you may search for them....
