My 2009 City is a fuel Guzzler for reasons unknown

I bought the 2009 City two months ago. So far, I have driven 1400Kms. I filled up the tank twice yet the consumption seems to be extremely poor. The weird thing is that I'm getting a reading of 17.3-19.7 Kms/litre yet the fuel gauge drops at quite a rapid pace. I'm driving by the book and do not exceed 2500 RPMs while changing gears and do not drive above 70 KPH. I went to Honda Classic on my first 1000 kms free check up. They refused to tune the car via their computer as they say they will not do it before its first oil change which is at 5000 kms. Even my old 86' Corolla fairs better than this new age vehicle. Can anyone help me out on this

looks can be deceptive. It gives a reading of 19 km/L but the gauge drops like a brick. Something's seriously wrong don't you think? Either its the fuel gauge that is faulty or the mileage computer. The Honda guys are not that helpful in diagnosing my problem.
