Suzuki Alto not starting in winter mornings

I have a 90 Model Suzuki Alto running on CNG. Since last year in winters I have been experiencing tough start ups in winter mornings. Though last year I changed the starter (self), changed the battery with a new one (Hankook dry cell battery), and it started fine on CNG.
This winter I serviced my CNG kit, and the problem started once again, whereby the car wont start even though the starter tried to crank the engine. After 2-3 tries, the self starter starts giving harsh sounds like something in a grinder. every morning I have then to take help from a few guys around, putting the car in 2nd gear and pushing and it starts with a few hiccups. Its perfectly alright the whole day till the next morning comes and the problem reappears. This occurs both on CNG as well as petrol
I went to a mechanic who tuned up the car and then referred to an electrician, who opened the self starter, and said that it is a bit loose, so got its bush repaired and fitted the thing back.
However the problem is still there. I am wondering that with a perfect starter, new battery, what else could be the problem. The mechanic said that it could be tight tappets, but tappets should only be adjusted early in the morning, when the car engine is cold.

I need expertise of you guys here to guide me, towards the most likely cause of this starting problem

dude, who ever said that the tappets shud be adjusted early in the morning, when u go for a tunning the tappets are adjusted after ever 6 to 8 months because on cng the tappets get jammed very soon, 2ndly if your self is still giving you the harsh noise get it overhauled again and get the carbon in it again, then go to some good tunning specialist and tell them to tune the engine and loosen up the tappets and chk you distributor as well as plugs hope fully this wud solve your problem......
