Toyota Passo Moda Low Fuel Average

Hello everyone,

I recently purchased a Passo Moda with the expectation of achieving a fuel average of 17-18 in the city, based on feedback from others. However, I am currently experiencing an average of only 12.3. I have already tried inserting a fuel injector in the tank, but it hasnt improved the situation.
