The steering wheel may feel hard o r stiff due to the following reasons:

Low power steering fluid: This is one of the most common causes. Low fluid levels lead to insufficient hydraulic pressure, making it difficult to turn the steering wheel.
Faulty EPS Electric Power Steering module: If the Honda City uses electric power steering, a malfunctioning EPS module may reduce the assistance provided, causing hard steering at low speeds.
Damaged steering pump: If your car uses a hydraulic power steering system, a damaged pump can result in low pressure, leading to stiff steering, especially when turning at lower speeds.
