A hard-to-turn steering wheel can be caused by several issues, most commonly related to the power steering system o r mechanical components.

Possible Causes:

Low Power Steering Fluid: If the power steering fluid is low o r contaminated, it can cause difficulty in turning the steering wheel. The power steering fluid helps assist with steering, and if its insufficient, the steering becomes heavy.
Power Steering Pump Failure: If the power steering pump is damaged o r malfunctioning, it can lead to a lack of steering assistance, making the steering wheel hard to turn.
Faulty Steering Rack o r Tie Rods: Worn-out steering components like the steering rack o r tie rods can cause steering resistance.
Damaged Serpentine Belt: A loose o r worn serpentine belt, which drives the power steering pump, can lead to difficulty in steering.
Solution:

Check Fluid Levels: Start by checking the power steering fluid levels. If they are low, top up with the recommended fluid.
Inspect the Power Steering Pump: Have the power steering pump inspected for wear and tear. If it is faulty, it will need to be replaced.
Examine Steering Components: A mechanic should inspect the steering rack, tie rods, and serpentine belt to ensure everything is functioning properly.
