Why is my Suzuki Mehran losing power and pick-up – is the catalytic converter choked?

My 2016 Euro II Mehran feels sluggish and doesn’t accelerate like before, especially when going uphill o r with AC on. A mechanic said the catalytic converter might be blocked. How do I know if it’s really the problem and not just a tuning issue?
