Fuel average of new vitz

what is the fuel average on vitz new shape in city. recently bought one for mum . and it is giving just 12km/l . is it normal average ?

nd one more thing i have observed some tyme car doesnot start on 1st push but start on 2 nd push . what is the reason behind this

mines gives 12-14 in city.....with normal AC.......and on long it gives around 16......pure hi octance gives better mileage....but its more expensive....
