Pajero brakes problem

I changed my Pajero's front brake pads about two months ago. During the rainy season, the brakes used to engage when the pedal was midway down. For some days now, the brake has to be pressed a couple of times to build up the pressure. But the pedal becomes soft again. Today the brake went completly dead. I opened up the brake fluid bottle and it was empty. It seems my mechanic lied to me about filling it up. Khair, I filled it up but the problem still remains. The pedal is very soft, unless it is pressed 2-3 times. Sometimes the hand-brake light also comes on when the pedal is pressed for long.
So what can the problem be here? Is the pump not working? Or are the fluid lines blocked? Someone told me air or water might have gotten into the lines. Is it possible?

first check brake lines for any leakage, then fill the reservoir with brake fluid, and bleed the air thru bleeding valves, last thing'd be checking brake cyl and master cyl.
