Passo error p2239

I own a 2010 model Toyota Passo.
The problem with my car is that its scanner shows an error with code P2239.
I fixed this error through OBD scanner for many times. I cleaned the fuel tank the average reset to 17km/l and even 17.6 km/l but whenever I speed up the car and to 90 km o r more then 90 km the ECO light turned off and doesn’t ON again. I saw the above error if I scan with the OBD scanner.
Kindly help me a way to resolve this issue o r suggest me a good mechanic to do this who is experienced and aware of removing this error with the help of a scanner. The problem is that my car gives an average of 14 km/l in local with speed of 70 - 90 km and 12 km/l on long at the speed of 110 km.
Kindly tell me about an experienced mechanic in Islamabad.
