Passo model 2007 arm rest space getting warm to hot while driving

I own Toyota Passo 2007 and it has arm rest space which is empty and is not an arm rest btw between the seats. Is issue is that the arm rest space becomes warm. I came to know this issue when I was coming back from work while driving my car and picked my mobile from there. The arm rest space was very hot. I noticed again the same thing was happening again. Is it normal o r any alarming thing? Should I think about it? Kindly help me and tell me the reason behind this all.

logical reason is the cooling system and AC condenser is unable to dissipate heat while stand still and being in a traffic jam where combined temp is quite high due to many cars present and ECU shuts down AC to prevent heat up o r engine damage. it starts working again whenheat dissipation improves due to car movement.

detailed reasons cud me multiple:

clogged radiator
clogged condeser
bent fan wings
dying fan motors
rusted clogged cooling system
rusted wings on water pump
faulty compressor/ high head pressue causing load overall
engine low compression
leak in headgasket
etc etc.
