PICK OF VITz

I've got a '99 model, 2007 registered Vitz, done 50K, out of which only 4k were done on CNG. My problem is when I start the car in the morning or even after rest of say, 2-3 hours, it just doesn't pick with the A/c on!!!

I have to switch off the A/c, have to constantly paddle the accelerator and even then the car goes like 5-10 miles an hour till such time that the engine gets a little warmer. But when I put the car in neutral, the engine runs perfectly.

The car has recently been tuned with oil, plugs, points etc changed. Any one has any idea what could be the problem.
