Stoppage of coolant flow through car heater unit

Usual mechanics suggest to stop flow of coolant through heater core of cars in Summer by closing the inlet and outlet pipes. Is it ok? comments any valuable comments from gari.pk

Whats the purpose of doing it?. Heat will not come to the cabin area unless if you turn the heat knob. So, when they close the inlet and outlet pipes to the heater core do they bypass it to continue the coolant flow to the radiator?
