Vitz 2007 giving 10 KM /ltr average, please help

AOA ,

I hope all are fine. I bought vitz 2007, auto transmission, its giving me 10 KM per liter (Super Unleaded) , I live in Islamabad and drive here, we hardly have signals more than 5 minutes. I got it tuned from local machenic twice, but still giving 10 Per litre. Please tell me what to do with it? any good mechanic in Islamabad who can give me at least 15 KM Per liter average, I heard 2007 gives 18 KM per liter.

things u should do
1.get the car tuned
2.get company recomended plugs, n quit using copper plugs)
3.check if air filter needs replacement
