Vitz Mileage can't get better than 12 !

Guys - need some expert opinion.

I just bought a 2001 Vitz for my younger brother and was surprized to know that despite changing oil, fuel filter, oil filter, air filter and cleaning the plugs, the car was not giving more than 11 to 12KM/Liter. He even got the sensors (AFM?) cleaned but no luck. The vehicle has thin/regular tyres but still....... Any suggestion?

Another friend of mine's Vitz does more than 16 KM/liter. What should i do????

Throttle foot of ur younger brother might be too hard coz 16 + average in city is i think best possible consumption which needs light throttle foot too.
