What Causes Rust Under the Paint of My Suzuki Bolan in Pakistan?

I’ve noticed rust forming under the paint on my Suzuki Bolan, especially around the wheel arches and underbody. Could the weather in Pakistan be contributing to this? How can I prevent rust formation, and is there a way to treat it before it worsens?
